The charges stemmed from a tragic incident in December when a crash Lacy allegedly caused resulted in the death of 78-year-old Herman Hall and injuries to two others. Eyewitnesses indicated that Lacy was driving recklessly, weaving through traffic at high speeds and failing to stop at the scene of the accident.
